You can test the wiring of the Hopkins Custom Tail Light Wiring Kit for Towed Vehicles # HM56200 itself. I have included a diagram to help determine where to test. You will want to test the wiring with a circuit tester like the # PTW2993 at the area marked "IN", if you have power there, test the power at the area marked "OUT". If a circuit breaker is clicking that means it's cutting the circuit and doing it's job to protect the wiring and from passing the short further up the circuit. You said it's "not" clicking which would mean it's seemingly just fine but since there's a chance you meant to type "now" that would indicate that the circuit is overdrawing and tripping the breaker. This is most of the time caused by a short on the circuit's wiring but could also just be from overdrawing the circuit.

I spoke with my contact at Roadmaster and he stated that the most likely problem with your Falcon 5250 Tow Bar not latching is the Autowlok button or buttons will need to be replaced. he said that often times the spring inside goes bad over time and replacing the mechanism will solve the problem. In order for the Curt Echo Wireless Trailer Brake Controller # C51180 to work properly you will need to install a 7-Way connector on your boat trailer. Typically the 5-Way connectors carry the standard trailer light functions plus the reverse light function so I'm not even sure if your current setup is able to provide power to brakes on your boat trailer.

To determine where the problem is I recommend having the 2005 Jeep Wrangler Unlimited plugged up to the RV and then use a circuit tester such as # PTW2993 to test the wiring starting at the RV. You are looking for constant power on the left brake light/turn signal wire. Start at the RV and work your way back until you find the problem.

If it's just a 4-Way Flat connector like the T-On # 118786 then I would be surprised to see that much power being pulled to the back of your 2020 Jeep Wrangler Unlimited, but if you have a 7-Way like what we find with the Wiring Kit # ETBC7 then 3.6V on the 12V power pin isn't out of the ordinary and you'll be fine.

The Tekonsha P3 # 90195 employs an inertial sensor. It senses the deceleration of your Wrangler and generates an output that is based on that deceleration. If you're testing controller by pressing the brake pedal while it's parked it will not activate the brakes on your trailer.
Another thing to check would be the power setting you have the controller at. At minute 1 of the attached video below Randy will walk you through adjusting the power level settings.
